2 hander all the way. The only reason to use a shield would be to tank as a justicar and get some mana returns from the block talents. If you don't have mana problems though you just go 2 and tanking for roughly the same mitigation and more threat.
Plus, you can chain Purpose(justicar mana return) and Ageless Ice(shaman mana return) to quickly get a full bar back.
